What's the big idea?:
Strengthen the independence of the BBC in these three ways:
i) Introduce an elected and representive element into the appointment of members of the BBC's governing body (i.e. the BBC Trust or any equivalent replacement body);
ii) Establish an expert, independent council to establish the level of the BBC Licence Fee, removing this decision from direct political control.
iii) Maintain the integrity of the Licence Fee by reserving it for the use of the BBC alone.
