Ideas: Local councils to nominate MPs

This idea comes from the Compass Youth debate with POWER2010:

What's the big idea?:

Reform Parliament to allow local councils to nominate MPs for their areas, accompanied by a proportionally representative elected upper house/second chamber.

Why is this change important to you?:

It strengthens local democracy, by creating a 'waterfall' effect where MPs are answerable to a local council who in turn are answerable to their ward members. It transfers power to local communities as MPs would ultimately be answerable to them. Balanced by a proportionally representative House of Lords, this system would mean each of us has a direct and personal link to the decision making process.
