What's the big idea?:
Make the full personal allowance dependent upon voting for general elections. Pay 75% but reserve 25% as a 'top-up' and 'tick off the National Insurance Numbers'. Exceptions can be adjusted. We have a great danger in some areas, of electoral fraud and this would 'concentrate the mind'.
Why is this change important to you?:
It would lead to more people realising that the fibres of politics wrap themselves around ALL of us. Many who presently feel alienated by events, might just feel that despite 'big numbers', they could influence the world around them, leading to a more inclusive society.
