What's the big idea?:
There should be a category of non-executive MPs. Candidates could campaign on the basis that they would not serve in the government - and then would be barred from doing so if elected.
Why is this change important to you?:
Voters who want MPs to be independent of Prime Ministerial patronage could vote accordingly. These MPs would not be so easily whipped and would have more incentive to hold the government to account.
