Ideas: No county council

This idea comes from Councillor Robin Studd in Newcastle-under-Lyme:

What's the big idea?:

An advance on the present system and an asset to local involvement would be to remove the County Council tier of local government root and branch. - devolving power to districts and through them to Parish Councils Urban fora/ Neighbourhood groups. Counties are very remote and cumbersome, yet central, but obstructive bodies as presently constituted. Decision making needs to be grounded in localities and not handed down from on high. Bottom up not top down. A start should be made with highways where districts are far better able to determine priorities for their areas. But it should not stop there.
