Ideas: Government limited to number of whips

What's the big idea?:

Governments should only be allowed to whip through a set number of measures included in their manifestos. All other bills should be on a free vote and the public should have an input on what bills are
debated.

Why is this change important to you?:

Government is now too centralised and powerful and influenced more by the lobbying of big business than the views of the electorate. The lack of a written constitution doesn't help. Something must be done to curb the power of central Government and big business and give more power to the electorate in between elections. Another idea is to have area elections each year in between general elections.
