What's the big idea?:
Civil servants should not be able to progress up the career ladder solely based on a career in government, and should rotate in and out of government to local government, voluntary and private sector to experience the impact of their policies and have to deliver on them. It would be equally good to have people from from the delivery end to be given opportunities to work on the government policy side.
Why is this change important to you?:
Because our ministers and our civil service tend to be career politicians and civil servants who have no experience of implementation and delivery of policy. Their policy and strategy tends to be based on a misunderstanding of 'strategic' and change management concepts.
