Idea: Single transferable vote system for local elections

What's the big idea?:

England and Wales should have Single Transferable Voting for local elections just like Northern Ireland and Scotland. This will strengthen grass roots parties, because it will get rid of 'rotten borough' one party fiefdoms. Labour can build in the Home counties, the Tories in Northern cities, and the LDs in East Anglia for example.

Why is this change important to you?:

To give greater choice at local level and strengthen our democracy
