Idea of the day: voter-controlled funding of political parties

This idea comes from Jonathan in London: 

What's the big idea?:

Voters get to choose an allocation of public funding for political parties in a separate ballot at election time. These funds would then have to be spent within that constituency.

Why is this change important to you?:

Public control and transparency over party funding and a way to break the stranglehold of dominant local parties (in the absence of voting reform).
